The Netherlands Gambling Authority Imposes Weekly Penalty on Illegal Operator
The Netherlands’ Gambling Authority (Kansspelautoriteit or KSA) recently took action against another operator for violating the country’s gaming regulations. This time, the KSA fined an operator for operating illegally in the Dutch market, offering online gaming without the necessary license.
Starscream Limited Violates Dutch Gaming Laws
Starscream Limited was accused of offering online gaming services to Dutch players without a valid license. Despite lacking the required authorization, Starscream’s online gaming brands such as rantcasino, sugarcasino, and allstarzcasino accepted players from the Netherlands.
The KSA conducted an investigation and found that Dutch players could register accounts, deposit money, and participate in games on these websites. Moreover, no measures were in place to prevent Dutch players from accessing these sites or making monetary transactions.
Due to strict regulations prohibiting offshore operators from targeting the local market, such actions are considered illegal, leading to warnings and penalties.
Weekly Fine and Warning Issued
As a result, the KSA imposed a weekly penalty on Starscream Limited, demanding the operator to cease operations in the Dutch market. Failure to comply could result in a fine of up to EUR 840,000 ($955.3K).
The KSA continues to crack down on unlicensed operators, urging them to withdraw from the Dutch market to avoid penalties.
Recently, Gamusoft also faced a financial penalty for offering gaming services to Dutch players without the necessary authorization. Additionally, 711, a licensed gaming company, received a warning for violating advertising regulations by promoting their services on a website targeting minors.
While 711 took corrective action, the failure to report the violation to the KSA was considered a breach. Despite this, the KSA recognized the company’s efforts and opted not to impose a fine.
Safer Gambling Efforts and Impact
The KSA’s Spring 2025 report highlighted the effectiveness of the Netherlands’ safer gambling initiatives. The report revealed a decline in risky spending behaviors following the implementation of new measures, with only 1.2% of players losing over EUR 1K per month compared to the previous 4%.
