Bally’s Shareholders Step Back, Leaving Casino Smoking Ban in Lawmakers’ Hands
The effort to ban smoking inside Rhode Island’s two casinos will not progress through shareholder action this year. Trinity Health, a nonprofit with investments in Bally’s Corporation, decided not to resubmit a proposal asking the company to examine how a smoking ban would affect its business.
Impact of Recent Changes
Last year, the initiative got enough shareholder support to be reconsidered at Bally’s 2025 annual meeting set for May 15. However, Cathy Rowan, who manages responsible investments for Trinity Health, said Bally’s recent buyout by a New York hedge fund led by Soo Kim, the company’s chairman and biggest shareholder, had an impact on the choice not to go ahead. She pointed out that the reshuffle made it unlikely that a similar proposal would get the same backing in a vote.
While backing off from the push at Bally’s, Trinity Health will keep pushing for smoke-free rules at other big gaming companies, including Boyd Gaming, Caesars Entertainment, Wynn Resorts, and Penn Entertainment.
Efforts to Change Laws
Now that shareholders cannot do anything, people against smoking are putting all their efforts into changing the law. Currently, Rhode Island allows casinos to permit smoking even though other indoor places cannot. Patrick Crowley, who leads the Rhode Island AFL-CIO, believes state lawmakers need to address this issue. He is working on getting more lawmakers on board with the idea. A new survey conducted by the union shows that almost 70% of those asked want to ban smoking inside the state’s casinos.
House Shows Support for Smoking Ban
Support for the smoking ban bill seems to be growing in the Rhode Island House of Representatives. Rep. Teresa Tanzi introduced legislation that has received approval from House Speaker K. Joseph Shekarchi. Tanzi is optimistic that the House will pass the bill this session.
However, the bill’s fate in the Senate remains uncertain. Sen. V. Susan Sosnowski introduced a similar bill that initially went to the Finance Committee but has since been transferred to the Labor and Gaming Committee, chaired by Sen. Frank Ciccone. Ciccone has historically opposed a smoking ban, citing concerns about competitiveness with neighboring states that have less stringent regulations.
Debates Over Economic Impact
In discussions with union representatives and public health advocates, Sen. Ciccone has considered potential compromises, such as creating larger non-smoking areas within casinos. He acknowledges the concerns of those advocating for a ban but worries that a complete prohibition could negatively impact casino revenues. Bally’s has projected a potential 10% revenue decrease and over 120 job cuts at its Lincoln and Tiverton locations if smoking is banned.
Union leaders have expressed skepticism about Bally’s claims of job losses, pointing to existing staff shortages. Matt Dunham, representing casino workers through Table Game Dealers Laborers Local 711, believes the company could manage financial losses without resorting to layoffs.

As lawmakers prepare to discuss the new regulations in the coming months, casino workers and anti-smoking advocates plan to intensify their efforts through rallies and engagement with legislators. Dunham reaffirmed the commitment to advocating for a smoking ban, highlighting ongoing grassroots initiatives aimed at reforming Rhode Island’s casino policies.
